Research and Development Support

R&D Support for PM Intel, Marine Corps Systems Command (Zone 2 contract N68786-04-D-8903): BRTRC currently supports the Program Manager, Intelligence Systems (PM Intel), U.S. Marine Corps Systems Command, on multiple R&D tasks :

  • Fundamental Market Research: BRTRC researches new technologies that can be used to collect, analyze or disseminate information within the intelligence architecture. BRTRC also analyzes the technical characteristics of new threats to assist the Marine Corps in further defining requirements for new systems. We conduct this research using public domain databases, Internet sites, trade publications, and other marketing material.
  • System Assessment and Concept Formulation: We apply our Market Research findings to conduct system assessments on behalf of PM Intel. As we identify new systems, BRTRC assists in independent assessments of representative systems to verify proper operation, ease of use, and operational feasibility within the Marine Corps Intelligence Architecture. These assessments are used by PM Intel to determine if new technologies or systems need additional development, are ready for limited developmental tests called Field User Evaluations, or have no application for Marine Corp systems. BRTRC utilizes the results of system assessment testing to assist individual Project Officers within the PM to develop employment concepts that will maximize the functionality of equipment under assessment and to enable integration within existing systems and architectures. BRTRC also provides engineering representation at technical meetings, briefings, classes, displays, expositions, demonstrations, and other events to assess the technical details of any discussion.
  • Requirements Analysis: BRTRC personnel were directly responsible for many of the short-term successes and meeting most of the long-term goals of the Radio Battalion Modernization (RadBn Mods) Program. BRTRC personnel assisted the project office in developing semi-annual “needs conferences” with the RadBn Marines, Headquarters Marine Corps, Marine Corps Combat Development Command, Training and Education Command, etc., to ensure that the RadBn Mods program was building and evaluating the appropriate solution. The overwhelming success of this needs roundtable process spurred PM Intel to implement the process for the overall Intelligence Systems Readiness program.
  • Cross Organization Collaboration: BRTRC personnel also assisted the RadBn Mods Program in building and fostering relationships with other agencies having similar investment needs such as the Office of Naval Research, the Naval Research Lab, the Air Force Research Lab, Army Communications-Electronics Command, Penn State's Applied Research Lab, Virginia Tech, the Naval Postgraduate School, and the Naval Operations Other Than War Technology Center. In the case of ONR, this relationship translated to an immediate $10.5M investment in USMC tactical SIGINT needs and has developed into cooperative long term science and technology investment planning between the ONR and MCSC that will benefit all Marine Corps intelligence systems.

ONR Mine Countermeasures R&D Support(ZONE 2) : BRTRC's ongoing support for the Office of Naval Research, Mine Countermeasures (MCM) Thrust Manager (ONR Code 353), exemplifies BRTRC's expertise in accomplishing this task. In support of early identification of potential investment candidates, we assist Code 353 in technical evaluations, program planning, investment trade-off studies, and data analyses. BRTRC prepares, reviews, and coordinates technology management plans, assists with operational deficiency and threat assessments, program strategies, plans of action and milestones, contracting strategies, development strategies, technical approaches, definitions of deliverables, exit criteria, risk management plans, and transition plans for chosen technologies. To ensure effective transition and integration of promising solutions, BRTRC assists in establishing the implications of system performance specifications, identifies and resolves interface problems, develops test requirements, evaluates test data, oversees test design, develops work statements, determines parameters and metrics, and evaluates technical controversies. We provide extensive programmatic analyses to include preparing, reviewing, and coordinating project level business plans. We also advise Code 353 on financial approaches, contracting approaches, management approaches, statements of work, and obligations and expenditures phasing plans.

Program Support

Naval Surface Warfare Center Dahlgren Division (NSWCDD) Program Support (Zone 2 contract N00178-04-F-1020): BRTRC provides broad based program management, technical documentation, data management, database management, graphics, quality assurance, and systems engineering support to the NSWCDD Targeting Systems Group (Code G33) and Target Location, Designation and Hand-off System (TLDHS) Test Director's Office (Code G34). Our tasks support a number of programs including: Enhanced Target Acquisition Location System, Office of Naval Research (ONR) Rotary Wing Close Air Support, Ground Based Laser Target Designator II, Target Location, TLDHS, and USMC Common Laser Range Finder.

BRTRC provides on-site support to develop and maintain various automated databases, an inventory database, and a graphics production and retrieval system for all technical and Navy/Marine Corps/ONR Weapons System projects for G33/G34. BRTRC also provides technical and documentation support in developing and maintaining technical documents for G33/G34 associated efforts. Other tasks include preparing annual technology plans for research and advanced technology programs; developing and maintaining the USMC Master Plans; developing and maintaining System Architecture documents; developing and maintaining Technology Road Maps; generating and maintaining financial reports on G33/G34 project items; providing technical assistance in coordinating and collating the data for the development of new technology weaponry and engagement project design programs; and preparing progress reports for the Targeting Systems Group and TLDHS Test Director's Project Office.

Navy Small Business Innovation Research (SBIR) Program Management Support (Zone 2 contract N00014-99-D-0500): BRTRC has supported the Navy SBIR Program Management Office, located within ONR since 1992. Over the past twelve years we have provided the full range of stated program management services. Throughout our tenure, we have assisted the SBIR PM Office in automating the collection, tracking, and reporting of extensive program data. Currently, BRTRC is adapting our NMCI-compliant system to replace a legacy NAVSEA system. When completed, the system will also be completely integrated with NAVSEA's procurement system, streamlining the data generation and collection process and reducing the errors that can arise from redundancies. BRTRC has ensured that the Navy SBIR System is integrated with Navy financial systems, and BRTRC provides on-site support to ensure that ONR's INRIS financial system contains accurate, complete, and timely information.

USMC PM Intel Program Support (Zone 2 contract N68786-04-D-8903): BRTRC supplies two separate projects within Program Manager Intelligence Systems (PM Intel), MCSC, with program support. For both of these programs BRTRC personnel are responsible for inter-agency coordination and technical exchange. BRTRC personnel lead the Radio Reconnaissance Equipment Program (RREP) team and are responsible for preparing, reviewing, and coordinating all program and project specific documentation necessary to complete project specific milestones. This documentation includes, but is not limited to, Funding Action Requests, Military Interdepartmental Purchase Requests, Life Cycle Cost Estimates, C4I Support Plans, Acquisition Program Baseline Agreements, Acquisition Strategy, Program Management Plan, Safety Assessment Reports, Milestone and Status Briefs. BRTRC was also responsible for coordinating and planning all necessary Government briefs, reviews, and approval of project documentation. Additionally, project funding commitment, obligation, and expenditure data at the funding document level was processed and maintained using the applications and procedures available at the customer site. BRTRC was responsible for evaluating the funding information for deficiencies, imbalances, and proper execution to meet Department of Navy, Marine Corps and Defense Cryptologic Program expenditure rates. BRTRC also worked with project officers within the PM to establish work schedules, milestones, and necessary funding profiles and spend plans to ensure program objectives were being met in a timely manner.

Marine Corps Systems Command (MCSC) Command and Control Program Support (Zone 2 contract N00178-97-D-1043): BRTRC provides extensive support to the MCSC Ground Command and Control (C2) Program Office (PG-12) and CAC2S Program Officer (PG-11). BRTRC conducts process improvement activities in the areas of program management, systems engineering, logistics engineering, and configuration management utilizing an integrated process and product development environment. BRTRC's tasks in support of this broad program effort include:

  • Developing configuration management policy and directives and configuration management plan templates.
  • Supporting the development of policy and guidance for the CAC2S in the areas of product support, total ownership cost, and acquisition strategy and integrated planning.
  • Supporting development of the acquisition strategy, policy and roadmap (including performance based logistics) leading to Integrated Logistics Support (ILS) Certification required for the Milestone C decision.
  • Supporting development of acquisition strategies and plans, contracting documentation, and other acquisition milestone documents based on acquisition reform and emerging trends.
  • Providing a principal advisor on the CAC2S source selection team in the areas of earned value management, integrated management plans, integrated management schedules, business practices, acquisition reform, and integrated data environment.
  • Developing technical performance monitoring and measurement guidelines, in conjunction with financial and risk management, to be utilized for the planning, tracking, and managing of the CAC2S program in the IPT environment.

DoD Counter-Narcoterrorism Technology Program Office Support (Zone 2 contracts GS-23F-0355K, GS-35F-5386H, and DAAB07-03-D-B009): BRTRC has supported the DoD Counter-Narcoterrorism Technology Program Office (CNTPO), located at the Naval Surface Warfare Center in Dahlgren, Virginia, continuously since 1998. BRTRC currently provides extensive program planning and execution support including information technology support (development and maintenance of internet application and databases, web hosting, financial tracking and reporting), requirements analysis, configuration management and strategic planning and analysis. Examples of our contributions include the following:

  • Supporting the development of a mission statement and recommended goals and objectives to meet the office's new mission in 2003. These recommendations were preceded by analysis of the new charter and directives by BRTRC personnel experienced in the CNTPO's previous missions and overall work processes.
  • Supplying qualified staff to provide on-site counternarcotics strategic and policy support and general political-military support to the Deputy Assistant Secretary of Defense for Counternarcotics (DASD-CN). This support included drafting counternarcotics policy documents; supporting policy implementation; supporting the participation by the DASD-CN and other senior DoD officials in interagency and international counternarcotics meetings; general counternarcotics support to the office; acting as primary analyst for Mexico issues; and providing back up to other analysts for the Latin America region.
  • Providing, among other services, on-site Technical Analyst support to the Deputy Assistant Secretary of Defense for Counternarcotics (DASD–CN). This support includes technical analysis functions to DASD-CN staff as it relates to organization mission and policy; authoring reports and documentation (drafting memorandums, letters, talking points, briefings, etc.); reviewing documentation and providing guidance; providing general policy support to DASD-CN staff; and program budget management.
  • Providing expertise to develop a strategy for counter drug and counter trafficking technologies for application in the Middle East and South Asian theaters of operation. BRTRC also participated in an Emerging Threats workshop and provided strategic guidance to support the Program Executive and CNTPO staff in accomplishing their missions.
  • Developing, as part of a special project, a roadmap of goals, actions, and timelines in response to emerging Office of the Secretary of Defense (OSD) policies. BRTRC outlined and executed the items needed to develop a successful roadmap, including gathering input from appropriate members and experts in the areas of technology, intelligence, and policy.

SPAWAR SBIR Program Management Support (Zone 6 contract DASW01-02-F-0279): BRTRC supports all aspects involved in the management and execution of the SPAWAR SBIR Program. SPAWAR is a major participant in the Navy SBIR Program, and BRTRC provides on-site support in San Diego, California to the SPAWAR SBIR Program Manager.

Administrative Support

CNTPO Administrative Support (Zone 2 contracts GS-23F-0355K, GS-35F-5386H, and DAAB07-03-D-B009): BRTRC has provided broad-based program support and administrative services to the CNTPO continuously since 1998. BRTRC provides comprehensive and diverse administrative management and support including records management; data analysis; acquisition of necessary hardware/software to ensure functional capabilities are met; contract administration; and data entry. BRTRC tasks include:

  • Performing calendar maintenance; planning and scheduling of conferences, meetings, and teleconferences; coordinating travel for office personnel, stakeholders, and visitors; and planning and scheduling the activities of numerous individuals in multiple organizations and challenging environments where program participants span multiple chains of command.
  • Serving as a public interface to executive offices by receiving incoming calls, faxes, emails, visitors, and referring necessary items to appropriate staff. BRTRC answers inquiries and provides assistance to the public, maintaining the confidentiality of sensitive matters.
  • Providing comprehensive office management including paper management such as filing and shredding; correspondence management by processing incoming/outgoing mail, and using various shipping and courier services; and inventory management by proactively managing office supplies, placing orders with office vendors, distributing supplies, and maintaining a list of all needed items. BRTRC also serves as the primary point of contact for facility related issues such as cleaning service, lighting, security and trash removal issues.
  • Administering data, which requires an in-depth knowledge of the data characteristics to fully manage and administer this complex environment. BRTRC's experience with the ebb and flow of organization centric information helps us excel in this area by administering data (digital and non-digital as well as local and remote) for various digital libraries and office applications; maintaining all data holdings; and providing data research.
  • Facilitating briefings, reports, and other communications to ensure that program managers meet their goals. We prepare and edit correspondence, documents, and other materials at the direction of organization executives, and facilitate their dissemination to relevant parties. In addition, we receive, route, and prioritize administrative correspondence, and maintain correspondence control records. BRTRC facilitates office meetings, coordinates and drafts agendas, attends to the needs of participants, prepares materials, researches necessary items, develops and maintains proceedings, and drafts and distributes well-written minutes. We author reports and related documentation; review documentation and provide guidance draft policy documents; and we support the participation of senior DoD officials in interagency and international meetings.

SPAWAR SBIR Program Administrative Support (Zone 6 contract DASW01-02-F-0279): BRTRC provides broad administrative support to the SPAWAR Small Business Innovation Research (SBIR) Program Manager in San Diego, California. We assist the SBIR Manager in tracking, coordinating, and guiding the activities of numerous engineers, scientists and acquisition personnel within SPAWAR to execute their program. Support services include: travel arrangements/authorizations and expense vouchers using the DTS System; planning, coordinating, and making all arrangements for in-house and off-site meetings for SBIR Advisory Panels and SPAWAR SBIR Days; maintaining the overall SBIR schedule; creating and maintaining Power Point presentations; coordinating procurements and contract modifications using AMASS; and creating and distributing appropriate correspondence to all selected and non-selected small businesses submitting proposals to SPAWAR.

Public Affairs and Multimedia Support

Office of Naval Research (ONR) Naval-Industry R&D Partnership Conference (Zone 2 contracts N00014-02-F-0263 and N00014-04-D-0530): BRTRC, in support of the ONR-sponsored Naval-Industry R&D Partnership Conference (700+ attendees) from 2002 - 2005 and the ONR International Conference on Adversary Cultural Knowledge and National Security 2004, successfully provided complete Public Affairs and Multimedia Support to ONR including conference theme/identity development, technical writing/development/production/dissemination of outreach and marketing materials (web items, advertisements, and print items), development and distribution of press releases, photo recording, multimedia advertising, and assistance with development and distribution of Proceedings CDs.

Design and Execution of Multi-Media Communications Plans (All Zones): BRTRC has provided high quality public affairs and multimedia communications services for nearly fifteen years. We have provided state-of-the-art solutions to meet dynamic requirement, including:

  • Web-based and hard copy color brochures describing Navy Small Business Innovation Research (SBIR) success stories.
  • Organization and execution of annual SBIR Commercialization conferences, bringing together SBIR small businesses and the Navy acquisition community
  • Multi-faceted exhibits at numerous conferences, incorporating modular and custom-built display structures, satellite uplinks to support media events, interactive multi-media presentations, and various handout materials for a variety of ONR and other DoD customers.
  • Extensive information dissemination and training material, such as quarterly publications for the Defense Contracts Management Agency, and the Army Acquisition Support Center.
