DHS Eagle II

BRTRC is a prime contractor on the Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide information technology (IT) solutions through performance of a wide range of support services. This contract vehicle provides for a full range of IT services, technical and management expertise, and solution-related enabling products in one of the functional categories (FCs) to meet the mission needs of the DHS. As identified in individual task orders, information technology solutions/capabilities will support DHS on a world-wide basis.


Functional Category 2 – Information Technology Program Support Services


The scope includes a full range of business and technical management services in support of DHS offices or programs. These services encompass all areas of IT policy and planning including, but not limited to, capital planning, strategic planning, workforce planning, budget execution, performance management, enterprise architecture, data management, information sharing, information security, training, enterprise resource management, business process re-engineering, IT transformation and strategy, organizational change management, and program management office support.

BRTRC is Committed to Providing Quality Performance


BRTRC’s program lifecycle (PLC) for quality is based on the International Organization for Standardization (ISO) 9000 quality management system, and aligns with Capability Maturity Model Integration (CMMI) Level 3 processes to ensure IT programs are effectively planned for appropriate outcomes to the organization’s experience and maturity – allowing continuous improvement in a cross-coordinated approach. The PLC provides the framework for management, administration, controls, and technology approaches (such as Agile, RAD, and DevOps) across a diverse set of requirements – without hindering execution effectiveness. The overarching framework for high-quality project control is captured in the following process stages:

Analysis of capabilities the customer requires
Design quality control mechanisms that measure how well our technical and operational approaches support the target objectives and maintain quality standards
Implementation of the solution set and task execution
Evaluate the degree of success in our results and re-insert them into the implementation stage with required corrections or improvements
Perform continuous surveillance and audits of all stages to maintain program fidelity

BRTRC’s Quality Assurance Plan (QAP) ensures the delivery of products and services meets or exceeds the required performance levels at competitive costs throughout the contract, and emphasizes incorporating quality during program execution. BRTRC’s QAP begins by hiring qualified, experienced, and motivated employees and defines and implements the necessary procedures and quality control activities to monitor the contract, including quality objectives and identifying the responsible personnel. We leverage industry standards and practices, such as CMMI and the Project Management Institute’s Body of Knowledge (PMBOK) to ensure successful execution for our customers.

When working with subcontractors, BRTRC retains full-responsibility for all contract execution, and ensure our subcontractors comply with our PLC processes and subcontract requirements. This allows the government to have confidence that each of the elements necessary for effective program and project management, together with the highest level of quality is incorporated by all subcontractors, regardless of the level of effort.

We work closely with our customers in meeting quality standards for assigned deliverables, including conducting Quality Reviews – allowing government PMs to view continuous improvements across the project areas.
