PROGRAM SUPPORT

Department of Defense (DoD) Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR)Program Support (Zone 2 contract N00178-04-D-4045-NSF1): BRTRC provides technical and executive support to DoD in the analysis and management of the SBIR and STTR programs, providing comprehensive training, analysis, outreach, reporting and Web-based solution application development for these programs. Specifically, BRTRC provides technical and executive program support services to the Office of Small Business Programs (OSBP) SBIR/STTR Program Manager (PM) within the Office of the Secretary of Defense (OSD). For this organization, BRTRC coordinates the activities of the 13 DoD SBIR/STTR components and interacts with 10 other federal agency programs as well as the Small Business Administration (SBA).

BRTRC’s primary role is to administer, plan, manage, coordinate, perform quantitative and qualitative data analysis, report, and conduct outreach for OSBP’s programs. We conduct and coordinate five SBIR/STTR Phase I solicitations per year, Phase II, Phase II Enhancement and Fast Track proposals on a continuous basis throughout the year. We coordinate and synopsize quarterly PM meetings and other working group meetings to support program operations and policy development. We are also responsible for documenting program processes, drafting correspondence in response to Congressional and other inquiries, and disseminating relevant program information to participating components as needed. We analyze proposed legislative changes and conduct thorough impact assessments on program operations. BRTRC provides help desk operations in support of DoD SBIR/STTR solicitations, proposal receipt and other aspects of the program. We initiated and developed the SBIR Submission Tutorial, a Flash animation training program that walks through the SBIR/STTR proposal submission process.

Space and Naval Warfare Systems Command (SPAWAR) Small Business Innovation Research (SBIR) Program Management Support Services (Zone 6 contract N00178-05-D-4225-7N01): BRTRC provides the full range of program management support services to assist and support the SPAWAR SBIR/STTR Program Manager in planning, managing, coordinating, analyzing, reporting, conducting outreach, and administering the SPAWAR SBIR/STTR programs.

Specifically, BRTRC supports the SPAWAR SBIR/STTR Program Manager with topic generation and submission, proposal evaluations and selections, contract management, budgeting, providing guidance, instruction generation and dissemination, and training of participants. Additionally, the following program data and communications management functions are performed: website management, database construction and maintenance, providing informational meetings and communications, and success story reporting and publishing. The following statistical analysis and reporting functions ware also provided: compiling and analyzing SBIR/STTR data, and producing annual and intermittent reports for various SBIR/STTR governing and oversight organizations. BRTRC also supports managers in developing strategy and in creating and executing strategy implementation plans.

BRTRC works with government technical points of contact and contracting specialists to prepare procurement request packages for Phase I and Phase II SBIR contracts, resulting in the implementation of processes and tools that expedite the preparation of procurement request packages and decrease the overall time needed to award an SBIR contract. Tools include a contract action tracking system and budget projection worksheets.


PUBLIC AFFAIRS AND MULTIMEDIA SUPPORT

U.S. Army Research, Development and Engineering Command (RDECOM) G-5 Strategic Planning and Communications Support (Zone 2 contract N00178-05-D-4231): BRTRC provides RDECOM G-5 with a variety of public affairs and multimedia support. Specifically, BRTRC developed and executed a Strategic Communications Plan, and developed and produced materials to support strategic communication and outreach goals, to include writing and editing content, developing visuals, designing the layout, pursuing approvals from RDECOM leadership, and recommending production options. The Plan served to align RDECOM priorities and stakeholder’s communications requirements with both internal and external audiences, in addition to explaining the underlying strategy, the purpose for each activity, a method for implementation, including milestones and timelines, and success metrics. Specific and ongoing activities include, but are not limited to, programmatic analysis; stakeholder analysis; strategic message development; large and small-scale event planning and support; media and press relations; community relations; human capital strategy development; protocol support; outreach material development; graphic, and multimedia design and video support.

Strategic Communications Support Service for the Office of Naval Research (ONR) Corporate Strategic Communications (CSC) Office (Zone 2 contract N00178-09-D-5822-EE01): BRTRC provides communications support at a professional level commensurate with the high-level technical information of naval science and technology. CSC requires support services for public affairs, strategic communications, and multimedia support, including: development and execution of strategic communication plans; speechwriting; internal and external communications support; risk communication training and consultancy support; audiovisual and photographic production and editing; execution of the command exhibit program; publishing of the quarterly ONR/NRE flag ship publication; web management support; photographic support and multimedia message videos; and, communications scheduling and work flow assistance.

In support of CSC, BRTRC provides public affairs, strategic planning and communications, conferences and exhibits, graphics and multimedia support. BRTRC has created over 432 communications pieces, both internal and external, that convey the organization’s messages to stakeholders. Additionally, BRTRC’s on-site graphics support creates and produces materials daily that reflected ONR’s messages and branding. These posters, guidebooks, fact sheets, etc., help disseminate information to ONR’s audience, with each piece thoughtfully developed to appeal to the particular audience segment being targeted. BRTRC also provides on-the-ground oversight for ONR’s exhibits, which are set up around the nation and the world to feature ONR’s cutting-edge technology and educational outreach efforts.

FUNCTIONAL AND ADMINISTRATIVE SUPPORT

U.S. Army Research, Development and Engineering Command (RDECOM) G-5 Strategic Planning and Communications Support (Zone 2 contract N00178-05-D-4231): BRTRC provides RDECOM G-5 with the full spectrum of functional and administrative services in support of daily operations. This includes scheduling and coordinating meetings as required, preparing and submitting draft meeting agenda outlines, preparing technical handouts and briefing presentation materials, coordinating action items and delivering records of proceedings. BRTRC also provides hands-on technical support for these meetings. Our staff is trained and experienced in using the Defense Travel System to create and process travel orders, authorizations and vouchers to arrange transportation and lodging.
